This is all related to the fact that China wants to be able to name the next Dali Lama after the current one passes away. See, the Dali Lama is reincarnated and there's a search for the child that is the new reincarnated Dali (Hello Dali!). The Chinese government wants to be able to pick one that likes China unlike the messy one that's all mad at them right now (for doing stuff like requiring that you fill out paperwork prior to reincarnation).
