What branch of Government is Cheney in?

Vice President Dick Cheney surprised everyone recently by revealing that his office is "neither a part of the executive branch nor a part of the legislative branch," and thus not subject to the rules governing either.
What should we call Cheney's branch of government?
The Execulative Branch. Cheney is essentially right -- he's part legislator and part executive, therefore exempt from the constraints on both. You need something profoundly evil implemented? Send it to the Veep's shop. Done. Bonus: it never happened.
The Whipping Branch. Dubya's the Decider. Cheney is the Enforcer -- and he really, really doesn't want credit. Or even want us to know what he's doing. He makes modesty look bad, and dangerous.
The Forbidden Branch. Step away from the question. What Cheney is doing, and why, and under what authority, are matters of national security. You don't want to go there, and even if you did, you can't. It's too late.
